Okay, when I made my Gem cosplay (picture below) I literally did hot glue the navy belt onto the nylon bodysuit while it was on my body. That’s something I literally did.

It did burn a little, but I wore a shirt under it when I did it so that I had a little bit of a buffer layer between the hot glue and my skin.
The reason I did this is because I just couldn’t tell where I would need to glue it when it wasn’t on my body since the thing stretches and looks a different shape when it’s stretched vs. unstretched. I couldn’t just glue it willy nilly onto the unstretched body suit because then it wouldn’t look right when it was on!
It’s a hard issue, because you can’t sew it or the nylon will tear and run, and fabric glue just doesn’t hold well enough. Another alternative is to put the tights on and mark in sharpie where you want the boa to be. Then, take the tights off and STRETCH them while you hot glue over the sharpie, not on your body. I think that would probably work. I would recommend putting the hot glue onto the boa first rather than the tights and letting it cool down for just a second, because the hot glue may burn the tights. Be careful not to get any glue outside of where it will be covered by the boa because it will leave brown scorch marks on the tights.
